This report was done through strengthening Protected Areas Financing and Management Project, funded by GEF/UNDP and is implementing by the Ministry of State for Environmental affairs, It outlines a road map for PA system financial sustainability. It conducts an assessment for PA Status, funding gabs and associated legal provisions; also explores the available revenue generation tools and their retention to secure PA needs. It presents a framework for PA financing policy and strategy with diverse funding resources, effective financial administration, enabling environment, mainstreaming and building capacity. Additionally, it addresses recommendations on institutional reform, defines the required ministerial decree and proposes the factors that motivate PA system development. CBD Technical Series
 The goal of the CBD Technical Series is to contribute to the dissemination of up-to-date and accurate information on selected topics that are important for the conservation of biological diversity, the sustainable use of its components and the equitable sharing of its benefits. A large and growing body of evidence has clearly established the need to disseminate synthesis publications relevant to CBD objectives and selected reports presented at CBD meetings.

The CBD Technical Series is intended to:

  • Foster scientific and technical cooperation; 
  • Improve communication between the Convention and the scientific community; 
  • Increase awareness of current biodiversity-related problems and concerns; and 
  • Facilitate widespread and effective use of the growing body of scientific and technical information on conserving and using biological diversity.

CBD Capacity Building Modules

A set of capacity building modules on national biodiversity strategies and action plans, and other aspects of implementation of the Convention, is available below. This set of capacity building modules aims to provide CBD focal points, biodiversity managers and other national stakeholders with an introduction to the Convention and the role of national focal points, as well as practical guides to the process of preparing National Reports and a National Biodiversity Strategy and Action Plan (NBSAP) and to making best use of the NBSAP once it has been prepared.

 

The capacity building package has been designed to be used for several types of capacity building purposes; however its main audience is expected to be National Focal Points of the Convention and other national staff responsible for implementation of the Convention. The Convention itself is a framework for identifying national action to be taken in accordance with national circumstances and capabilities to meet the objectives of the Convention.

 

The modules have been developed through a collaborative effort of the United Nations Environment Programme, the Secretariat of the Convention and the United Nations University.

 

It is envisaged that the modules will be periodically updated and developed in the light of experience. Please regard these as preliminary versions. Further topics will be addressed in due course.
